Special Session: Standards in Emergency Management Systems

Emergency Management Systems (EMS) bring together disparate organizations, companies and government agencies needing to communicate and share data in unforeseen circumstances. EMS are designed to work with existing data and processes within each participating organization. As a result, one of the biggest challenges EMS face is the disparity among participantsí data, communication, technology and process standards. This session addresses the issue of EMS application and systems standards from a number of perspectives. Topics include, but are not limited to:

ï Business-to-government and government-to-government standards
ï Pros and cons of de facto and de jure standards
ï When to adopt regulated  standards and when to permit elective standards
ï Role of web services and services oriented architectures (SOA)
ï Case studies describing how differences in standards requirements are resolved in cross-jurisdictional and/or cross-agency collaborations
ï Governance of EMS standard setting processes and operational EMS
ï Political and regulatory processes for standard setting

ISCRAM2006, the Third International Conference on Information Systems for Crisis Response and Management, will take place in Newark, New Jersey, USA, at the New Jersey Institute of Technology from May 14-17 2006.
